Equality (Race and Disability) Bill – A consultation on mandatory ethnicity and disability pay gap reporting provisions was published on 18 March 2025. The Bill is expected to require employers with at least 250 employees to report on ethnicity and disability pay gaps, similar to existing gender pay gap reporting requirements. The Bill is expected to be published in draft during the 2024/25 Parliamentary Session, but implementation dates have not yet been confirmed.
Employment status reform – Government has committed to consult on proposals to simplify the employment status framework, moving towards a two-part structure (worker or self-employed). The current three-tier system (employee, worker, self-employed) has been criticised for complexity and lack of clarity. The consultation is expected by winter 2025/26, with the aim of providing clearer protections for workers while maintaining flexibility. Implementation date not yet confirmed.
Parental and carers’ leave review – On 1 July 2025, the Government launched an 18-month comprehensive review of all parental leave and pay rights. The review will examine the current system of maternity, paternity, adoption, shared parental and parental leave before suggesting further changes to law and policy. This wide-ranging review aims to modernise the parental leave framework and better support working families. Implementation date will depend on review outcomes and any subsequent legislative proposals.
